DSI begins every project with an interactive knowledge exchange rooted in an educational format. Part exploration, part formal education, this 'Project Kickoff' seeks to Define the Project, including:
review/overlay the 3PQ Management System© for Project Acquisition to the Owner's specific project needs
review/integrate 'Industry Best Practices' in accordance with the Owner's unique set of Project Risks
summarize the 'Project Kickoff' outcomes to establish 'management direction' and 'decision-making protocols' for integration into the Owner's 3PQ Management Plan for Project Acquisition

Establish Documented Performance
Criteria
Once the entire Project Team, including owner, users, operators, contract officers, and other stakeholders has integrated the unique project needs and Best-Practices into the Owner's 3PQ Management Plan for Project Acquisition, conversion of 'Performance-Based' requirements into documented 'Project Expectations' begins. Resulting in the Project RFQ/RFP including:
Budget Limits (including verified 'Target Price')
Project Scope Requirements (Quantity & Quality)
Time Schedule Limits (including required milestones)
Professional Expectations (Experience and Capacities of the IPD/Design-Build Service Provider)
Predictability Expectations (Evaluation and Selection Process/Criteria of the IPD/Design-Build Service Provider)
Accountability Expectations (Contract and Incentive formats that 'integrate' the Owner & Service Provider)
Meet-the-Market Expectations (validation procedures for Proposed 'Price' of the IPD/Design-Build Service Provider)

Evaluation & Selection
Next: Guided by the Risk Analysis Document created in Step 1, and compliant with all possible acquisition mandates and owner policies, detailed criteria and protocols for Evaluation & Selection of the "Contractor" are documented.
Our knowledge and experience with Evaluation & Selection reaches across a variety of owner policies, mandates, and legal requirements. These include Federal Acquisition Regulations (FAR) as well as regulation requirements of all 50 States.

Auditing & Inspections
Finally: Implementation of the 'Documented Requirements' contained in the RFQ/RFP begins with a series of activities as identified and guided by the Owner's 3PQ Management Plan for Project Acquisition.
Major milestones along the path of implementing the 'Documented Requirements' contained in the RFQ/RFP include:
RFQ Release (full & open competition, or as required)
Evaluation & 'Shortlisting' of Service Providers based on documented criteria
RFP Release & Market Feedback (publication & structured 'knowledge' exchange between the Owner & 'Shortlisted' Service Providers to establish 'clarity' & 'achievability')
Evaluation & Selection (criteria driven selection of the IPD/Design-Build Service Provider by way of Evaluation and Documentation by the Owner)
Project 'Kick-Off' or 'Project Charter' (review and affirmation of the Owner's 3PQ Management Plan for Project Acquisition conducted with the IPD/Design-Build Service Provider)
Ongoing 'Substantiation' and project 'Audits' (to measure full compliance with the Owners' Documented Requirements' of the contract)
Commissioning & Quality Assurance (integrated activities of testing, inspections, and reporting)
Warranty Review & Correction (follow-up activities and requirements based on the Owners' Documented Requirements' of the contract)
